Hsinchu County Strengthens Support for Foreign English Teachers, Easing Administrative Burdens on Schools
To advance Taiwan’s 2030 Bilingual Policy, the Hsinchu County Government has actively secured funding through Ministry of Education programs and allocated additional local resources to expand its foreign English teaching workforce. These efforts aim to provide students with more diverse and natural opportunities to learn and use English.
In the 2026–2027 academic year, Hsinchu County has a total of 63 foreign English teachers and teaching assistants serving schools across the county. While schools are responsible for teaching schedules and collaborative teaching arrangements, they must also handle various administrative matters associated with welcoming foreign educators to Taiwan. To address these challenges, the County Government began outsourcing administrative and daily living support services to a professional service provider in the 2025–2026 academic year. This initiative aims to reduce schools’ administrative workloads while helping foreign teachers adjust more smoothly to living and working in Taiwan.
According to the Hsinchu County Education Bureau, the 63 foreign English educators include county-employed foreign English teachers, foreign English teaching personnel under the Ministry of Education’s Taiwan Foreign English Teacher Program (TFETP), part-time English Language Teaching Assistants (ELTAs), and American English Teaching Fellows (ETFs) supported by Fulbright Taiwan. These educators serve schools throughout all 13 townships and cities in Hsinchu County, ensuring that students in different communities have opportunities to interact with foreign English educators and develop their English communication skills.
As the number of foreign English educators continues to grow, schools face increasing responsibilities beyond classroom instruction. These include airport pickup and arrival arrangements, housing assistance, residence documentation, daily living support, and tax-related matters. Previously, these tasks required considerable time and effort from school administrators.
Recognizing these challenges, the Hsinchu County Government introduced professional outsourced administrative and living support services for foreign English teachers beginning in the 2025–2026 academic year. By assigning these responsibilities to a dedicated service provider, the county has significantly reduced administrative demands on schools while providing foreign teachers with more comprehensive assistance as they settle into their new environment.
Hsinchu County Magistrate Yang Wen-ke emphasized that recruiting foreign English teachers is an important strategy for strengthening students’ international competitiveness. He noted that the County Government has actively promoted administrative streamlining in recent years by entrusting professional service providers with airport transfers, housing arrangements, documentation, and daily living assistance.
“By establishing a comprehensive support network, we hope to create an environment where foreign English teachers can settle in comfortably and focus on teaching, while schools can devote more time and resources to education,” Magistrate Yang said.
Education Bureau Director-General Tsai Shu-chen highlighted another initiative introduced in the 2026–2027 academic year. In collaboration with the professional service provider, the Education Bureau developed the digital Hsinchu Living & Teaching Handbook, a practical guide designed to help foreign educators navigate daily life and teaching in Hsinchu County.
The handbook provides useful information on food, dining, accommodation, transportation, healthcare, and education. It also introduces Hsinchu County’s distinctive cuisine, cultural heritage, and tourist attractions, helping international educators discover and appreciate the local community.
Director-General Tsai expressed hope that these thoughtful support measures would help foreign teachers feel welcomed, valued, and cared for, ultimately encouraging them to remain in Hsinchu County and continue contributing to local English education.
Principal Hsu Yung-ming, Coordinator of the Hsinchu County English Education Resource Center (EERC), added that the Center continues to organize professional development programs to strengthen foreign teachers’ instructional expertise.
Training topics include classroom management, innovative applications of artificial intelligence in teaching, and effective collaborative teaching strategies for foreign and local teachers. The Center also incorporates local cultural experiences into its professional development activities, allowing foreign educators to deepen both their teaching skills and their understanding of Hsinchu County’s culture.
School administrators have also welcomed the initiative.
Director Wu Yi-fang of Fengtian Elementary School shared that managing housing arrangements, residence documentation, and tax filing previously required substantial time and effort. Since the introduction of outsourced professional services, the school’s administrative workload has been noticeably reduced.
With fewer administrative responsibilities, school staff can now devote more attention to curriculum planning, instructional support, and collaborative teaching, making cooperation between local and foreign teachers more effective.
Similarly, Section Chief Chang Li-chi of Xinfeng Junior High School noted that the outsourced services have significantly reduced the time school personnel spend traveling between government offices to process documentation.
The service team also proactively assists foreign teachers in understanding their employment rights, including Taiwan’s labor pension regulations. This support helps teachers feel more confident about navigating local employment requirements and allows schools to dedicate more time to teaching and helping foreign educators become part of the school community.
Foreign English teachers themselves have expressed appreciation for Hsinchu County’s comprehensive support system.
Zette, a foreign English teacher at Dongxing Elementary School, reflected on her four years of teaching in Hsinchu County:
“Over the past four years, I have experienced firsthand the efficient and well-coordinated collaboration among the County Government, the EERC, and the outsourced support team. Whether I need assistance with professional development or personal matters, support is always readily available. The training programs are both enriching and engaging, and I genuinely feel respected, supported, and encouraged.”
Kobus, who has taught at Zhudong Junior High School for six years, also praised the partnership between the EERC and the professional service provider:
“The collaboration between the EERC and the outsourced support team is incredibly valuable. The EERC offers practical professional training and meaningful cultural experiences, while the support team provides reliable assistance with administrative matters. Their clear guidance during the annual income tax filing process has been particularly helpful in navigating local regulations. Together, they provide a strong foundation that enables foreign teachers to grow professionally and build lasting connections with Hsinchu County.”
The Hsinchu County Government reaffirmed its commitment to continuously strengthening its comprehensive support system for foreign English educators. By creating an environment where teachers can focus on teaching, schools can reduce administrative workloads, and students can enjoy meaningful English learning experiences, the county aims to achieve a win-win-win outcome for teachers, schools, and students.
