Hsinchu County Honors 22 Veteran Foreign English Teachers, Strengthens Retention Through AI Training and Comprehensive Support

To create a high-quality English learning environment and retain outstanding international teaching talent, the Hsinchu County Government has continued to promote international education and strengthen English education at the school level. On October 30, the Education Bureau held the first Foreign English Teacher In-Service Training and Local–Foreign Teacher Co-Teaching Professional Development Workshop of the 2026 academic year at the Hsinchu County Education Research, Development and Network Center.

During the event, Deputy Director-General of the Education Bureau Shen Ching-tao presented certificates of appreciation to 22 veteran foreign English teachers who have served in Hsinchu County for three years or more, recognizing their long-term dedication and contributions to English education in local schools. He also conveyed the sincere appreciation and respect of the County Magistrate and the Director-General of the Education Bureau.

Hsinchu County Magistrate Yang Wen-ke noted that, as a leading smart technology hub, Hsinchu County views international education and technological literacy as two key elements in preparing students to engage with the world. In addition to integrating AI-assisted learning into classrooms, the County Government has continued to improve the overall working and living environment for foreign teachers.

Magistrate Yang expressed his gratitude to the 22 veteran teachers for making Hsinchu County their second home and for bringing their expertise and enthusiasm into local classrooms over the years. He emphasized that the County Government will continue to serve as a strong source of support for foreign teachers by providing comprehensive daily-life assistance and diverse professional development opportunities, with the goal of attracting and retaining outstanding educators and strengthening Hsinchu County’s international competitiveness.

In the 2026 academic year, Hsinchu County has a total of 63 foreign English teaching personnel, including county-hired foreign English teachers, teachers recruited through the Ministry of Education’s Taiwan Foreign English Teacher Program (TFETP), part-time English Language Teaching Assistants (ELTA), and English Teaching Fellows (ETF) from Fulbright Taiwan. Together, they serve schools across all 13 townships and cities in Hsinchu County.

To further support teacher retention, the Education Bureau has commissioned a professional support team since the 2025 academic year to provide a wide range of services for both county- and ministry-recruited foreign teachers. Participating teachers have reported that assistance with airport pickup, housing, opening bank accounts, filing taxes, and other settlement needs—along with ongoing administrative support and daily-life assistance—has helped them adjust more smoothly to living and teaching in Taiwan and significantly reduced the challenges of working abroad.

Director-General of the Hsinchu County Government Education Bureau Tsai Shu-chen expressed her sincere appreciation to all foreign teachers who have come to Hsinchu County and committed themselves to English education. She noted that these teachers are important partners in the County’s efforts to enrich students’ English learning experiences and broaden their intercultural perspectives.

The Education Bureau hopes that comprehensive support services and a welcoming work environment will enable foreign teachers to live with greater peace of mind, teach with greater stability, and continue contributing their professional expertise. These efforts are also intended to strengthen the quality of English education and encourage more teachers to remain in Hsinchu County.

Principal Hsu Yung-ming, Coordinator of the Hsinchu County English Education Resource Center, explained that the Center continuously gathers teacher feedback and designs professional development programs based on the actual needs of local classrooms. Each academic year, the Center organizes four Foreign English Teacher In-Service Training and Local–Foreign Teacher Co-Teaching Professional Development Workshops.

The program covers a range of topics, including instructional strategies, co-teaching experience sharing, the use of AI and educational technology, and local cultural experiences in Hsinchu. These activities are designed to strengthen teachers’ professional knowledge, broaden their instructional perspectives, deepen collaboration between local and foreign teachers, and create a more diverse and high-quality English learning environment for students.

For this workshop, the Center invited Daniel Juckes, Foreign Consultant at the Kaohsiung City English Education Resource Center, to serve as the guest speaker. He guided teachers in exploring practical applications of artificial intelligence tools in lesson planning and classroom instruction.

Through professional sharing and collaborative discussion, participants were encouraged to think creatively about integrating AI into English teaching, explore new possibilities for technology-supported learning, and bring fresh ideas and innovation into the classroom.

The Hsinchu County Government emphasized that it will continue to strengthen support systems for foreign teachers while combining professional development, local cultural experiences, and teaching showcases throughout the academic year. By deepening collaboration between local and foreign teachers and creating more opportunities for professional exchange and sharing, the County aims to build a supportive and welcoming environment where outstanding foreign educators can teach with confidence and continue to contribute to the local community.

Working alongside local teachers, they will continue to help Hsinchu County students build stronger English communication skills, broaden their global perspectives, and connect more confidently with the world.
